36 Issues of New I-T Portal Still Faced by Taxpayers and CAs

The new portal of income-tax (I-T) department was expected to replace the existing e-filing portal, and to create a strong technology backbone by enabling a host of new functionalities to the taxpayers including enhancement of look, feel and user experience. However, the new I-T portal is almost non-functional from the day of its launch on 7 June 2021 and has witnessed many defects which completely disabled the taxpayers and other stakeholders from performing their legal compliances.
 
According to Karnataka State Chartered Accountants Association (KSCAA), the most fundamental and basic defect observed in case of many users, which ideally should not have been there, was that the new portal did not even allow the users to login and enter their accounts on the portal, which was bizarre. 
 
The Association sent a letter to finance minister (FM) Nirmala Sitharaman highlighting 36 most significant issues that continue to trouble taxpayers and other stakeholders, including CAs while accessing the new portal. The CAs also urged the FM to launch the new portal after January 2022 after the current year’s compliances are completed by taxpayers on the old IT portal.
 
 
It says, "The ‘e-proceedings’ functionality is not yet operational in the new portal due to which the taxpayers could not submit their timely response to various notices. Until the new portal starts properly functioning, the necessary directions be given to the officers to follow the principle of natural justice and such officers to stop passing any adverse orders owing to non-receipt of timely responses from the taxpayers to notices."
 
Further, KSCAA says, the government should extend dates as necessary in all specific compliances until the new portal starts functioning in a normal mode.
 
The pandemic situation is still prevailing in several parts of the country and many taxpayers are under distress, the refunds that are due to the taxpayers can be processed in a manual mode until the new portal is up and running, the Association says.
 
"There are multiple lacunas, issues in the functions of the new portal, there are a few issues, which are yet to be operational and stakeholders are left with no choice but to wait at the threshold," KSCAA says, adding, "A consolidated list with dates when the function would be operational, would reduce uncertainty amongst all the stakeholders."
"We at KSCAA have worked closely with multiple stakeholders to understand the issues at hand with respect to the new portal, we have made efforts to consolidate the same and are enumerating the issues and a few suggestions with respect to the new e-filing portal. These were the issues as on 17 of June 2021," the Association says.

PAN has been deactivated. Now getting mails from MFs saying units are frozen; and from bank saying that Aadhar is not linked with PAN. I am unable to redeem my MFs.

Idea of changing everything is good but the method is absolutely wrong e.g. demonetisation, GST and now IT. Govt is more interested in winning the elections and nothing else.

consolidated short term and long term capital gain as provided by trading agency can be entered in ITR1 instead of ITR2 which is a laborious work . Filling ITR 2 is possible with auditors only.

This is all due to Argancy and headlong aproach of FM towards tax payers of this country who do not care whether tax payers are live or dead. This apart headlong beurocrats harasment to tax payers and moneymindedness.
