Stamp paper of lower denominations such as Rs10, Rs20 and Rs 50 are simply not available. Several readers have written to complain that this may be a ‘deliberate’ game to force them to buy higher denominations and generate more revenue for the government. Since people don't usually want to spend more than they should, it is severely hampering various small value transactions and non-judicial work, causing needless inconvenience to people. Moneylife investigated the situation. Our calls to dozens of authorised agents yielded the same answer—that there was no stock available and they had no information about future availability.
