There is no valid definition of this term. But, yes, stocks will go up a lot from here

The bull run continues, much to the delight of a small number of people who believe stock markets do go up in the long run. Stocks, chosen with care, fetch a lot of gains over the long run that beats the returns of any other asset class. For more than six years, between January 2008 and May 2014, this belief was being severely tested as the market moved in a sideways range, crashing in 2008 and then rallying in 2009 and 2010.
